German authorities on Thursday arrested a Yemeni citizen on suspicion of having joined the Houthi movement in Yemen and taking part in combat operations on behalf of the terrorist organization. According to the federal prosecutor, the suspect underwent ideological and military training and took part in fighting for a brief period in Yemen’s Marib Governorate.

The suspect, identified as Hussein H., a Yemeni national, was arrested near Munich. He is currently being held in custody as authorities consider whether to file formal charges.

Fought for the Organization
According to the official statement, Hussein joined the Houthi ranks in October 2022. He received ideological training, followed by approximately three months of military training. In early 2023, he reportedly participated in brief fighting in the Marib region.

Not the First Case
This is not the first time Germany has launched an investigation connected to the Houthi terrorist organization. In 2021, two former German soldiers attempted to form a private militia of 100–150 fighters to intervene in Yemen’s civil war and offer their services to the Saudi government. The plan involved combat operations in Houthi-controlled territory. The men were arrested and prosecuted for attempting to form a terrorist organization. In 2022, they were convicted and handed suspended prison sentences.

The Fight Against the Houthis Is Not Only Military
The Houthis have faced increasing international criticism for serious violations of human rights and international law. Many countries are taking action against the group—not only on the battlefield. For example, in January 2025, the Trump administration re-designated the Houthis as a Foreign Terrorist Organization following their attacks on civilian vessels in the Red Sea and on U.S. Navy ships. This move led to harsher economic sanctions against the group.
