A new framework for the release of hostages and a ceasefire in Gaza is taking shape, with Israel granting it preliminary approval. According to journalist Tamir Morag, the plan is a significant American-mediated initiative that includes the release of several living hostages and a ceasefire lasting around eight weeks. Officials in Jerusalem emphasize that there is no commitment to ending the fighting, but they see this as a realistic foundation for progress with Hamas.

Ten Living Hostages
Under the proposed framework, approximately ten living hostages and several bodies would be released in exchange for an extended ceasefire of about eight weeks. In return, Israel would release over 1,000 Palestinian prisoners – including more than 100 serving life sentences – as a step meant to “maximize the chances of return,” according to Israeli sources.

IDF to Remain – But Will Consolidate
According to the plan, the IDF may partially withdraw from certain areas within the Gaza Strip. However, political officials clarify that this would not include withdrawal from the Philadelphi Corridor or from key defensive lines. Rather, the consolidation would serve operational needs and help facilitate negotiations.

War Not Over Yet
Despite American guarantees and the planned oversight of the ceasefire, Israel has made clear that it is not committing to a full halt to the fighting. “The war will not end as long as Hamas controls Gaza,” a senior political official said. According to him, Hamas has already begun to show some flexibility, especially regarding the timeline for hostage releases, and the new proposal is being taken seriously.
