It could have ended differently—if not for the quick and determined action of Haifa’s municipal veterinary team. Early this morning (Friday), an unusual report was received by the municipal veterinary service: a Belgian Shepherd was in serious distress, trapped between two fences near the railway tracks in the Lower City of Haifa. The dog stood weak and exhausted between the fence and the tracks, in immediate danger from passing trains. The story ended in a miracle—thanks largely to human ingenuity.

A municipal inspector, swift action—and a life saved
Municipal veterinary inspector Eliad Nedam was dispatched to the scene and managed to carefully secure the dog through the fence, working in close coordination with Israel Railways staff. At the direction of Dr. Adam Becker, the city’s chief veterinarian, the team decided to cut through one of the fences to rescue the dog without delay—and the operation ended successfully and without injury.

Dr. Becker said: “This was an unusual rescue, carried out under challenging conditions. Thanks to the inspector’s quick response and compassion, the dog was given a medical check-up and is now stable. I invite the public to come and adopt him—or one of the other dogs at the shelter—and give them a new beginning.”

A big heart and dedication on the ground
Eliad Nedam, who led the rescue, shared: “It was a tough sight. The dog looked exhausted and frightened. With determination and close coordination with Israel Railways security officer Hani Kaabiyah, we managed to cut the fence and free the dog from his suffering. It was a moving moment.”
