We all have dreams we grow with, but not everyone sees them come true beyond expectations. Dvash Fogelman had a dream to create a framework that would enhance the self-confidence of girls aged 12-15. Fogelman wasted no time and brought the project to Moshe Lion, the Mayor of Jerusalem, launching a pilot program in collaboration with the Jerusalem Municipality. The success was overwhelming, and due to the high demand from parents and girls who heard about the initiative, it is growing and expanding to reach additional neighborhoods in Jerusalem.
Physical Training and Mental Resilience
The Kol Bari initiative conducts weekly meetings lasting an hour and a half, featuring 45 minutes of physical training accompanied by music and positive energy, followed by another 45 minutes of value-based activities focusing on personal resilience, self-confidence, and group trust. The program is led by professional instructors who bring extensive experience in creating an inclusive and empowering environment for girls from all sectors of the community. The goal of the initiative is to strengthen girls’ self-image both in their own eyes and in the eyes of their surroundings, especially during the most significant age for shaping their identity.
Girls’ Empowerment Initiative

Following the success and high demand, the initiative is expanding and launching additional training sessions in various youth centers and fitness studios throughout the city. This step will expand the project’s activities, thereby giving more women and girls across the city an opportunity to participate.

Not Just for Girls
“When Dvash approached me and presented the idea, I recognized the spark of initiative in her and the willpower that helped her realize the dream,” said Moshe Leon, adding, “She taught us a lesson in persistence and determination.”

“I am thrilled to lead the ‘Kol Bari’ project and to dream of a great future for the program,” Dvash Fogelman shared with excitement. Regarding the instructors who will conduct the meetings in the initiative, she explained, “We are developing training on ‘the psychology of sports’ for youth aged 17 and above, who will guide groups in the project and receive a scholarship for coaching studies at the Wingate Institute for Physical Education and Sports.”
“Our aspiration is not only to empower girls but also to establish groups for boys, and make sports and mental resilience an integral part of Jerusalem youth life,” Dvash added about the surprising future of the initiative and concluded, “I am happy to lead the ‘Kol Bari’ project and dream of a great future for the program.”
