Journalist Doron Kadosh reports this morning (Tuesday) that in an effort to bring Gazans relief without it being taken over by the terrorist organization, all humanitarian aid will henceforth be distributed at three centers located exclusively in Rafah, between the Morag and Philadelphi corridors. This area is secured and fully controlled by the IDF. Entry to the zone will be permitted only after thorough inspection, to ensure that Hamas operatives are not involved in receiving the aid.
Fixed Amount Per Family
The aid will be distributed on a per-family basis, with one representative from each family allowed to collect food. The quantity has been calculated according to the weekly needs of an average family—approximately 70 kilograms of food. The aim is to provide enough for survival, without creating surpluses that could be looted or redistributed.

Supervised Registration
Earlier this week, Israel’s Security Cabinet approved the aid entry protocol, which will operate through an American international fund to ensure that Hamas cannot gain access. Aid will be recorded and distributed through American NGOs and private companies, which will oversee the distribution in a tightly monitored and organized system.

Part of a Broader Strategy
The aid initiative is part of a broader plan approved by the cabinet aimed at defeating Hamas and securing the return of the hostages. The plan includes the capture of the Gaza Strip, long-term control of territory, the relocation of civilians from southern to northern Gaza, and the dismantling of Hamas’s logistical supply capabilities. Prime Minister Netanyahu stated the plan is designed to achieve two main objectives: the defeat of Hamas and the return of the hostages.
Civilian Evacuation to Southern Gaza
Rafah is expected to become the central and sole hub for humanitarian aid in Gaza. The decision is intended to streamline logistics and closely monitor the flow of aid. Concentrating the distribution in Rafah also aims to encourage civilians in northern Gaza to relocate southward. Israel is considering establishing a temporary distribution center in the north to provide an initial response, which would be shut down once evacuation is complete.
Israel’s defense establishment emphasized: “Hamas will not be able to snatch food from the hands of civilians.”
According to security officials, this is a far more efficient distribution mechanism than what had existed previously. In the past, Hamas managed to seize aid by hijacking trucks and other methods.
