During an official visit to Israel, Minister of Innovation, Science and Technology Gila Gamliel and Azerbaijan’s Minister of Digital Development and Transport, Rashad Nabiyev, signed a new memorandum of understanding (MoU) that marks a significant step forward in bilateral relations—this time, in the realm of space collaboration. The agreement strengthens strategic ties by focusing on space research, science education, and international cooperation.
Bringing Students Together Through Space Exploration
At the core of the agreement is the international expansion of Israel’s Ramon Space Olympics, a competition that simulates space missions and challenges. Over 11,000 Israeli students and 700 students from Azerbaijan will participate. The competition’s final round will be held in Israel in May 2025.

“A Milestone in Bilateral Relations”
Minister Gamliel called the agreement “a significant milestone in our countries’ relationship and in advancing cooperation in science and space.” She added, “The joint participation of students from Israel and Azerbaijan creates an international community of future scientists, engineers, and space researchers who will drive innovation forward.”

Wide-Ranging Agreement With Global Vision
The agreement outlines three main areas of collaboration: Expansion of the Ramon Space Olympics to include additional countries, with Azerbaijan as the first partner. Teacher training programs and international educator communities, including delegations already active in Azerbaijan. Additionally, collaboration includes support for joint scientific research and symposia, including academic exchanges and professional workshops.
Context: Strengthening Ties Between Israel and Azerbaijan
The agreement follows a series of recent steps to deepen cooperation:
- In July 2022, Israel’s Technion signed a deal to help establish a cybersecurity center in Azerbaijan.
- In 2023, Israel Aerospace Industries secured a $120 million satellite project in the country.
- Regular flights between the two nations resumed in November 2023.
- The Ramon Space Olympics gained international status following a global space conference held in Baku in October 2023.
A First Step Toward a Global Educational Platform
Brig. Gen. (Res.) Uri Oron, Director of the Israel Space Agency, welcomed the move: “Integrating Azerbaijani students into the Space Olympics opens the door to new opportunities for scientific and technological cooperation. It’s a first step toward transforming the competition into a global educational platform.”
