Terror Plot Foiled: Two Israeli Arabs Tried to Join Terror group

Two Galilee residents, Nur Shabat and Amir Kiwan, were arrested for planning to join the Tulkarm Brigades and plotting an attack on the Temple Mount. Charges are expected to be filed today.

In a joint operation conducted by the ISA (Shin Bet) and Israel Police during March, two Israeli citizens from the Galilee—Nur Shabat of the village of Nahaf and Amir Kiwan of Deir al-Asad—were arrested on suspicion of serious security-related offenses.

An indictment is expected to be filed Friday at the Haifa District Court, charging the two with a series of grave security violations. The Shin Bet and police emphasized that they take any involvement of Israeli citizens in terror activity very seriously and will continue efforts to thwart threats and bring perpetrators to justice.

Ties to Terror Operatives
The investigation revealed that Shabat had been in contact with a senior operative from the Tulkarm Brigades, seeking to join their ranks and carry out attacks. At the same time, he attempted to connect with additional terror groups operating in the West Bank.

The police further uncovered that Shabat recruited Kiwan to help carry out his plans, including driving him to various locations. Additionally, during their visits to the Temple Mount during Ramadan in 2024, Shabat tried to convince Kiwan to carry out a stabbing attack against Israeli security forces at the site.

The police stated: “The Shin Bet and Israel Police view any involvement of Israeli citizens in activities that endanger national security with the utmost seriousness, and will continue to act to thwart terrorism and bring those involved to justice.
