The complaint, filed by prominent UK attorneys Michael Mansfield and Paul Heron, in cooperation with the Palestinian Centre for Human Rights (PCHR) in Gaza and the British NGO PILC, includes allegations such as firing at civilians, targeting humanitarian aid sites, destruction of hospitals and medical infrastructure, and operating near protected sites.
The report is based on testimonies and documentation allegedly collected from Gaza between October 2023 and May 2024, as well as open-source evidence.

Identities of the Soldiers Withheld
Although the file reportedly contains substantial evidence, the names of the soldiers—some of whom allegedly hold commanding ranks—have not yet been released due to legal considerations. The full report has not been made public and has not yet been presented before a British court.

IDF Responds: “An Army with a Moral Compass”
In response, the Israeli military reiterated its adherence to international law, even under the threat of ongoing terrorism. IDF officials, cited in The Guardian, emphasized that military force is used solely for defense, with clear distinctions made between terrorists and civilians. All allegations of misconduct, they said, are reviewed by internal oversight bodies.

“This is not an aggressive military but a defensive army acting against a terror group that uses civilians as human shields,” the IDF said in a statement.

Israel’s Ongoing Campaign in Gaza
The report refers to actions carried out by the IDF following Hamas’s brutal October 7th attack, after which Israel launched a prolonged military campaign in Gaza aimed at dismantling Hamas’s infrastructure, securing the release of hostages, and restoring security to southern Israel.
According to British media reports, criminal charges may be pursued under UK domestic law, although legal experts suggest the road ahead is uncertain and likely to be lengthy.
