The Security Cabinet approved late last night (between Saturday and Sunday) Minister Israel Katz’s proposal to set up a voluntary relocation management bureau for Gaza residents who express interest in relocating to third countries, subject to Israeli and international law. The proposal follows U.S. President Donald Trump’s vision for evacuating the Gaza Strip.
Coordination with International Organizations
The bureau will include representatives from additional government ministries and security bodies, IDF, Shin Bet, COGAT, and the Israel Police, and will coordinate its operations with international organizations and other entities.
Safe and Regulated Passage
The established bureau will work to facilitate safe and regulated passage for Palestinians in Israel for their exit to third countries, including security and escort for Palestinians during their movement, establishing a designated movement pathway and checkpoints for pedestrians at specific crossings in the Gaza Strip, and creating infrastructure that allows passage by land, sea, and air to the destination countries.

Possible Immigration Routes
The possible immigration routes to the destination countries include sea passage from Ashdod Port, air passage from Ramon Airport, and land passage through the Rafah crossing. Some of these routes are already used today for transferring the injured from the Gaza Strip to other countries. Israel aims to allow the maximum number of Gaza residents to leave the Strip. According to this policy, family members of sick individuals and the injured will also be given the option to exit with them to other countries. In most cases, Gazans who left the Strip were accepted in Arab countries, but there are also those who migrated to Romania and Italy with the aim of settling there permanently.
Working with All Means
Defense Minister Israel Katz stated, “We are working with all means to implement the vision of the President of the United States, and we will allow any resident of Gaza who wishes to voluntarily move to a third country to do so.”
