Following Defense Minister Israel Katz’s declaration labeling the ‘Muasaset Al-Silam Al-Ijtima’i Lil-Islah wal-Tahkim Association’ as a terror group, today (Sunday) the Israeli Registrar of Associations announced their refusal to grant the organization a legal management certificate for 2025.
Despite claiming its purpose is the “prevention of violence in Arab society,” the organization was in fact operating as a channel for the Islamic Movement’s activities — all under state sponsorship. The main implications of the decision are that the organization will no longer be eligible for financial support from the state.
Joint Operation in Umm al-Fahm
At the end of January, the Intelligence and Investigations Division of the Corporations Authority in the Ministry of Justice participated in a national joint operation led by the Israel Police in Umm al-Fahm, in collaboration with enforcement agencies, security bodies, government ministries, and regulators. During the operation, a sanction was imposed on the organization by the Defense Minister, including the seizure of all its assets.

Next Step: Potential Dissolution of the Organization
The Corporations Authority stated that if the Defense Minister’s declaration is fully implemented, the Registrar of Associations will consider petitioning the court for the organization’s complete dissolution. This decision aims to ensure that government institutions do not provide financial support to entities involved in illegal activities as part of the fight against terror and serious crime in Israel’s Arab society.
Monitoring and Arrests Against Terror Operatives
Last month, a resident of Jerusalem’s Old City in her 20s was arrested by the Jerusalem District Police on suspicion of assisting and expressing support for the Popular Front for the Liberation of Palestine (PFLP), long designated as a terrorist organization.
The Israel Police reported that the suspect managed a WhatsApp group named “The Artistic Committee,” which covertly functioned as a student cell of the PFLP and was involved in activities directly supporting the terror group.

The arrest was carried out in collaboration with the ‘Awareness Command Center’ of the Jerusalem District Police, established in 2022 following the ‘Guardian of the Walls’ events of Arab-Israelis’ participation in violent incidents in support of Hamas. The command center was created to tackle challenges related to incitement and the spread of false information on social media.
Since its establishment, the center has been monitoring, identifying, and addressing publications and terror-promoting content. Its key achievements include the arrests of numerous suspects and indictments filed for incitement and terror support. Since the outbreak of war on October 7th 2023, dozens of suspects have been arrested in the Jerusalem area for incitement and supporting terrorism against Israelis, with 140 indictments filed against defendants accused of these offenses.
The dramatic sanctions against the terror-supporting organization mark a significant step in Israel’s ongoing fight against terrorism and illegal activities. As authorities continue to tighten enforcement, this move sends a clear message of zero tolerance toward groups threatening national security.
