Following the resignation of the president of the International Court of Justice (ICJ) in The Hague, Nawaf Salam, upon his recent appointment as Lebanon’s prime minister, Judge Julia Sebutinde is expected to take over as interim president of the court.

The development holds positive promise for Israel, as Sebutinde has been known for her unprecedented display of support for Israel’s positions during the cases heard at the ICJ.

Unwavering Support
At age 69, Julia Sebutinde is a seasoned judge with an illustrious career, having previously served on Uganda’s Supreme Court. She is one of the more prominent figures in The Hague, and recognized as a consistent supporter of Israel. Among her notable decisions, she opposed issuing temporary orders demanding investigations into claims of ‘genocide’, or the examination of humanitarian aid deliveries to Gaza. She was the sole judge who stood with Israel on these matters, even in cases involving Israeli judge Aharon Barak.

The Appointment of Lebanon’s Prime Minister
Salam’s resignation from his ICJ position followed his appointment as Lebanon’s new prime minister. Supported by a majority of Lebanon’s parliament, this appointment marks a big shift in the country’s political power dynamics, as Hezbollah loses its grip on leadership in favor of more independent and diplomatic figures like Salam.

As Salam transitions to his new role and Sebutinde advances to hers, Israel may benefit from increased support in critical legal decisions. While Salam himself is a staunch opponent of Israel, his appointment as Lebanon’s prime minister could signify a shift in regional dynamics, potentially paving the way for an improved balance of power in the Middle East.
